The Regulation Amending the Regulation on Domestic Components (“Regulation”) was published in Türkiye’s Official Gazette on 13 December 2025 (“Amendment”). The main points of the Amendment are summarised below: Prior to the Amendment, the scope of the Regulation was limited solely to renewable energy generation facilities. With the Amendment, the scope has been expanded to include electricity generation facilities with storage. Communique on the Electronic Maintenance of Commercial Books Not Related to Business Accounting
Pursuant to article 5(1)(a) of the Communique on the Electronic Maintenance of Commercial Books Not Related to Business Accounting (“Communique”), published in the Official Gazette dated 14 February 2025 and numbered 32813, companies to be registered to the trade registry on or after 1 January 2026 are required to keep their share ledgers and shareholders’ resolution book in electronic format. The deadline for companies whose establishment and amendment of articles of association are subject to the approval of the Ministry of Trade, to transition to the Electronic Commercial Ledger System (“ETDS”) for the obligation to keep the share ledger and shareholders’ resolution book electronically is 1 January 2026.

Amendments Introduced to the Regulation on Personal Health Data in Türkiye
On 3 December 2025, Türkiye’s Ministry of Health published amendments to the Regulation on Personal Health Data (the “Regulation”). The Regulation governs the principles and procedures regarding the processing of and access to personal health data by the Ministry of Health, healthcare providers, and other relevant parties in line with Law No. 6698 on the Protection of Personal Data (“DP Law”). The amendments aim to (i) clarify the lawful grounds for accessing and processing personal health data, (ii) recalibrate access rights in specific factual scenarios, and (iii) further align the Regulation with Article 6(3) of the DP Law. Turkish Constitutional Court’s Significant Decision on Statutory Interest Rate
On 1 December 2025, the Turkish Constitutional Court published its decision dated 22 July 2025 (“Decision”) in the Official Gazette annulling the statutory interest rate stipulated under Article 1 of the Law on Legal Interest and Default Interest (“Law No. 3095”).
