The Regulation Amending the Regulation on Domestic Components (“Regulation”) was published in Türkiye’s Official Gazette on 13 December 2025 (“Amendment”). The main points of the Amendment are summarised below: Prior to the Amendment, the scope of the Regulation was limited solely to renewable energy generation facilities. With the Amendment, the scope has been expanded to include electricity generation facilities with storage. The regulations on unlicensed electricity generation in Türkiye were amended by the Regulation Amending the Regulation on Unlicensed Generation in the Electricity Market (“Regulation”) published in the Official Gazette on 25 November 2025 (“Amendment”). The main points of the Amendment are summarised below: The definition of the Technical Assessment Report has been amended to include applications based on geothermal and biomass energy in addition to those based on wind and solar energy. Lisanssız Elektrik Üretimi Mevzuatında Değişiklikler
Kasım 2025 – 25 Kasım 2025 tarihinde Resmî Gazete’de yayınlanan Elektrik Piyasasında Lisanssız Elektrik Üretim Yönetmeliğinde (“Yönetmelik”) Değişiklik Yapılmasına Dair Yönetmelik ile lisanssız elektrik üretimine ilişkin çeşitli hükümler tadil edildi (“Değişiklik”). Değişiklik’e ilişkin başlıca noktalar aşağıda özetlenmiştir: Değişikl ik ile Teknik Değerlendirme Raporu tanımı değiştirerek kapsamına rüzgar ve güneş enerjisine dayalı başvurulara ek olarak jeotermal ve biyokütle enerjisine dayalı başvurular da dahil edildi. Ayrıca Yönetmelik m. 14’e yansıtılan değişiklikle yeni eklenen enerji kaynaklarının bağlantı kapasitesine dair esaslar düzenlendi.
Elektrik Piyasasında Piyasa Bozucu Davranışlara İlişkin Düzenleme
Temmuz 2025 – 9 Temmuz 2025 tarihinde Resmi Gazete’de yayınlanarak yürürlüğe giren 7552 sayılı İklim Kanunu ile 6446 sayılı Elektrik Piyasası Kanunu’nda (“Kanun”) değişiklik yapılmıştır. Değişiklikle, Kanun’da yaptırımlar ve yaptırımların uygulanmasındaki usulü düzenleyen madde 16’ya yeni bir fıkra eklenmiştir. Legislation on Market Disruptive Behaviour in the Electricity Market
On 9 July 2025, Turkish Law No. 7552 on Climate Change was published in the Official Gazette and entered into force, amending Law No. 6446 on the Electricity Market (“Law”). Amendments to the Turkish Regulation on the Cybersecurity Competency Model in the Energy Sector
